A Voice from the Field — and from Brasília

"What was once a problem in someone else is backyard is now a problem at the doorstep of nearly every rural producer in Brazil," she said, referring to the growing number of landholdings affected by indigenous territory claims.

Urgency Surrounding Borderland Title Ratification

The core of her message centered around a looming legal deadline: by October 2025, owners of rural properties located within 150 kilometers of Brazil is international borders must submit ratification requests for land titles previously issued by state governments — titles which, constitutionally, should have been granted by the federal government.

Dr. Ruiz explained the process as “simple in theory but complex in practice,” due to administrative bottlenecks, legacy legal documents, and the sensitive overlap with areas under investigation for indigenous land demarcation.

"Failing to ratify does not immediately mean losing your land," she clarified. "But in today is Brazil, where legal uncertainty is a persistent threat, no producer can afford to take that risk."

A Legal Maze with Few Clear Paths

For properties larger than 2,500 hectares, a separate challenge arises: owners must obtain authorization from the National Congress. Yet, there is no clear legal procedure for doing so. Dr. Ruiz urged producers to at least file a formal consultation with the Federal Senate to generate proof of intent and initiate a protective paper trail.

She also offered a critical workaround for producers whose lands are under FUNAI (Brazil Indigenous Affairs agency) study: rather than declare an absence of federal interest, they should acknowledge potential claims and submit a contested application — ensuring at least a judicial review.

Dr. Ruiz concluded by praising the resilience of the agricultural sector in Mato Grosso do Sul, which has grown at nearly twice the national economic rate. "Showtec 2025 is a reflection of this dynamism," she said, calling the fair a national and international benchmark in agrotechnology and land policy discussion.
